Wolf-Ruthart Born is a German diplomat. He has been the State Secretary of the Federal Foreign Office of Germany from 2009 to 2011. Currently he is deputy chairman of the executive board of the Institute for European Politics, a member of the advisory board of the journal Business & Diplomacy, a member of the advisory board of the Near and Middle East Association, a member of the board of trustees of AIESEC, deputy chairman of the Charité circle of friends and a member of other associations.

Born was ambassador to Mexico from 1999 to 2003 and to Turkey until 2006. From March 2006 to October 2009 he headed the embassy in Madrid, Spain.
