Stefan Karner is an Austrian historian. Until his retirement at the end of February 2018 he was a сhairman of the School for Business, Economics and Social Sciences of the University of Graz, and founding director of the Ludwig Boltzmann Institute for Research on War Consequences.

Я ехал за хорошей русской зимой – и у меня это получилось! Мороз, синее небо, доброжелательные люди – все, как я хотел. Кроме того, я историк и наблюдал, как проходят выборы в разных точках Вологды – и в городе, и в районе. Там, где я был, голосование проходило очень корректно. Очень хорошая организация. Но есть одна вещь, которой у нас в Германии нет. Люди могут прийти и написать, чего они хотят, чего они требуют. А значит, есть возможность контакта между официальными лицами и простыми жителями.

The election took place under restrictions on fundamental freedoms and limited space for political engagement.
