French far-right activist Emmanuel Leroy is a member of the National Rally / Rassemblement National (former National Front) party, known for its pro-Kremlin positions. From 2010 to 2017 he was a member of the Association France-Europe-Russia Alliance (AFER). He is a former advisor to far-right French politician Marine Le Pen.

Emmanuel Leroy is also a consultant and specialist in the evaluation of professional risks in companies and local authorities. He was involved in promoting Russian foreign policy interests in France and is a co-founder of the association "Urgence Enfants du Donbass" (Emergency for the Children of Donbas), aimed at supporting the Russia-backed separatist in the so-called “Donetsk People’s Republic” in Eastern Ukraine. French media describes him as part of a pro-Russian lobby within Front National.

His connection to the Russian-occupied territories in the Donbas dates back to 2015, and in 2018 he told Russian media that he had travelled to Donbas six times in his role as President of the organisation "Urgence Enfants du Donbass". Leroy is also a repeat observer of Russian elections and a contributor to Russia’s Valdai Club. In the 2022 referendums, declaring himself an "expert and representative of France”, Leroy claimed that the voting took place in accordance with all norms of international law and everything followed the protocol.
